<p><span style="font-size: small;">Did you know that having a working smoke alarm reduces a person&#8217;s chance of dying in a fire by half? For the best protection, install smoke alarms on every level of your home, outside every sleeping area, and in every bedroom.</span></p>
<p><span style="font-size: small;">Smoke alarms should be mounted high on walls or ceilings, and tested every month.</span></p>
<p><span style="font-size: small;">It&#8217;s important to replace smoke alarm batteries once a year, unless they&#8217;re 10-year lithium batteries. Even if your smoke alarms are hardwired, replace the batteries in case of a power outage.</span></p>

During February and March, a Search and Rescue drills were conducted for each crew. A smoke machine was used to simulate conducting a search and rescue operation inside a smoke-filled, zero visibility residential situation. The home was donated by the owners, and had to pass certain inspections to ensure that it would be safe.</p>
<p><a href="http://pcfd1.org/wp-content/uploads/2010/03/3.jpg" title="Live Fire 3" rel="lightbox[536]" rel="lightbox[536]"><img class="alignleft size-full wp-image-544" title="Live Fire 3" src="http://pcfd1.org/wp-content/uploads/2010/03/3.jpg" alt="" width="351" height="243" /></a>On March 6, 2010, training at the house concluded with a Live Fire Training at the residence on 225<sup>th</sup> Street. Drills conducted on this last day included; forcible entry, power tool operations, vertical, horizontal, and positive pressure ventilation, use of the SCBA in fire conditions, fire hoseline advancement, fire extinguishment, exposure protection and support operations.</p>
<p><a href="http://pcfd1.org/wp-content/uploads/2010/03/4.jpg" title="Live Fire 4" rel="lightbox[536]" rel="lightbox[536]"><img class="alignright size-full wp-image-545" title="Live Fire 4" src="http://pcfd1.org/wp-content/uploads/2010/03/4.jpg" alt="" width="354" height="242" /></a>Live Fire Training is a valuable experience. In addition to hands-on fireground drills, firefighters also gain a greater understanding of fire and smoke behavior.</p>
<p>Participating in this event were Career and Volunteer Firefighers from Pacific County Fire District 1, Long Beach Volunteer Fire Department, students from the Fire Cadet Program and the Fire Recruit Academy. <a href="http://pcfd1.org/wp-content/uploads/2010/03/11.jpg" title="Live Fire 1" rel="lightbox[536]" rel="lightbox[536]"><img class="aligncenter size-full wp-image-547" title="Live Fire 1" src="http://pcfd1.org/wp-content/uploads/2010/03/11.jpg" alt="" width="474" height="359" /></a></p>

<p>Board selection of the Chairman and Vice-Chairman for Year 2010. Commissioner Hill made a motion to appoint Commissioner McLeod as the Board Chairman for 2010. Motion was seconded by Commissioner Downer. Motion carried.</p>
<p>Commissioner Downer made a motion to appoint Commissioner Hill as Board Vice Chairman. Motion was seconded by Commissioner McLeod. Motion carried.</p>
<p>Resolution 2010-01 – Authorizing Any Commissioner to Serve as a Volunteer Fire Fighter. Commissioner Hill made a motion to approve Resolution 2010-01. Motion was seconded by Commissioner Dower. Motion carried.</p>
<p>Chairman McLeod called for an Executive Session at 18:03 to hold the January Pension and Relief Board meeting. The session is to last about 2 minutes. Regular session resumed at 18:05</p>
<p>Consent Agenda:</p>
<p>1. Minutes of Regular Commissioner’s Meeting held on December 15, 2009.<br />
2. Minutes of Special Commissioner’s Meeting held on December 29, 2009.<br />
3. Voucher Approval for District Bills dated December 31, 2009 in the amount of $27,593.09.<br />
4. Voucher Approval for District Bills dated January 19, 2010 in the amount of $174,155.11.</p>
<p>Commissioner Downer made a motion to approve the Consent Agenda. The Motion was seconded by Commissioner Hill. Motion carried.</p>
<p>Guests &amp; Public Comments:</p>
<p>1. Guests &#8211; Introduction of new Fire District 1 volunteers.</p>
<p>Chief Brundage introduced Volunteer EMT Lani Grabast who introduced new support group volunteers, Jim McGlothin, Barbara Norcross-Renner, Mary Kauffman and Carnita Wall. Chief Brundage thanked them for joining the District as volunteers.</p>
<p>2. Public Comments - None.</p>
<p>Presentations and Special Events:</p>
<p>1. District 1 Website Information:</p>
<p>Public Education Coordinator, Connie Biggs, gave a presentation using the power point projector and explained changes being made to the website that will be in place very soon. Beachdog has been working with Connie on the changes website revision. Connie will be able to make changes in-house once the major updates are finished</p>
<p>Secretary’s Report:</p>
<p>1. Financial Summary of Cash Receipts and Disbursement &#8211; December 2009. Commissioner McLeod noted that the cash position was good at this time.<br />
   a. December 29, 2009 vouchers were in the amount of $27,911.59<br />
   b. December 30, 2009 vouchers were in the amount of $1,021.61<br />
2. Monthly Budget Report for December 31, 2009 (Year End Report). No comments.<br />
3. Monthly Budget Report for January 2010 (Includes January payroll and 2010 invoices). No comments.<br />
4. Systems Design – November Collection Statistics. Comment made that the amount collected in 2009 exceeded the budgeted amount by $285,000.00.<br />
5. Payroll Processing: Commissioner McLeod said that he, Chief Brundage, and Brandy met with Mike Ross, the program manager for the computer program Filemaker, currently used for the Fire District’s voucher and payroll processing, and have decided not to use an outside agency for payroll processing and instead will continue using the Filemaker program for payroll processing.</p>
<p>Calendar Items and Upcoming Events:</p>
<p>1. District’s Annual Awards Banquet – Saturday, March 27th at the Peninsula Senior Center. Information only and no discussion.</p>
<p>Correspondence:</p>
<p>1. State of Washington’s plan to move the Board for Volunteer Firefighters and Reserve Police Officers fund under the control of Washington State Department of Retirement.</p>
<p>Commissioner Downer suggested that a letter of opposition to this proposal by the State of Washington be written to the State legislators from Fire District 1.Commissioner Downer agreed to prepare the letter.</p>
<p>2. 2010 Legislative Report. No comments.<br />
3. Enduris 2009 Annual Report. No comments.</p>

<p>New Business:</p>
<p>1. Resolution 2010-02 – Authority to Purchase One (1) New Ambulance.</p>
<p>Chief Brundage said the price of the ambulance is $124,073.13 plus the cost of additions requested by District 1. Commissioner Downer asked if the sales tax would be based on destination and then Pacific County rate would be used and the money would be collected by Pacific County? The sales tax question will be checked and reported to the board the next day. Motion by Commissioner Downer to approve the purchase of a 2009 North Star 147-1 4&#215;4 Demonstrator #1164-1 Ambulance on a 2009 Ford F350 4&#215;4 Prep Chassis from Braun Northwest, Inc. at the price of $124,073.13, which includes sales tax at 7.9%. A limit of $3,000.00 plus tax will be allowed for the additional items requested by the District.</p>

<p>2. Policy #613 – Establishing Policy for Wage Garnishments. Commissioner McLeod said he was tabling this policy because of too many contingencies. He said the laws regarding garnishments were pretty clear and all garnishments would have written instructions in the garnishment as described by law.</p>

<p> 1. DC Karvia Report. Chief Karvia’s written report attached. Chief Karvia also displayed a sample coat, yellow, with reflective striping and water repellent qualities.</p>
<p>He said they were ANSI approved and good for use on the highways because of the color and reflective striping. He requested approval to purchase 60 coats at a cost of $60.00 per coat. The coats would be purchased through Englund Marine, a local vendor.</p>
<p>A motion was made by Commissioner Downer to approve the purchase of 60 coats at the price of $60.00 each. The motion was seconded by Commissioner Hill. Motion carried.</p>
<p>2. DC Hood Report. Teaching an EMT class in Naselle.<br />
3. Human Resources Report by Cheri Jones, Office Manager and Human Resources Representative. Cheri is out of the area and unable to attend.</p>

<p>1. Commissioner Tom Downer. Commissioner Downer said he met with Dave Allen, who is writing a book about the area, and made sure he was aware that Fire District 1 was the local information center and was also active in the community providing many community services.<br />
2. Commissioner Fred Hill. Commissioner Hill said recently a couple of the locals had told him they were very satisfied with the service they received from the Fire District.<br />
3. Commissioner Greg McLeod. Commissioner McLeod said that he had asked Mike Ross, the Filemaker</p>
<p>Program Administrator, to create a function in the program to track the District Revenues in the same manner as the expenditures are entered and reports generated.</p>
<p>Personnel Information: None</p>
<p>Good of the Order: Chief Brundage reported that the cost per call has been calculated and is less than $1,000.00 per call. He also thanked all of the District personnel who assisted in the Toys for Tots Christmas program this year. He thanked the duty crews for providing good service to everyone who has stopped by their stations in 2009 needing some type of assistance.</p>
<p>Chairman McLeod called for an Executive Session at 18:59 to discuss a personnel issue to last about 30 minutes and to include the Board and the Chief.</p>
<p>Regular session was resumed at 19:30.</p>

<p><span style="font-size: small;"><span style="font-size: small;"><strong>Does the Fire District bill for service even if I am not transported?</strong> No. The Fire District only bills for service if you are transported.</span></span></p>
<p><span style="font-size: small;"><strong>How much does an ambulance transport cost? </strong></span><span style="font-size: small;">If you are transported by ambulance, you are </span><span style="font-size: small;">charged a user’s fee, which is based </span><span style="font-size: small;">on the level of care </span><span style="font-size: small;">you received during </span><span style="font-size: small;">the trip, plus mileage to the hospital.</span></p>
<p><span style="font-size: small;"><strong>How does the Fire District bill for services?</strong> Pacific County Fire District 1 bills your insurance provider(s) directly for treatment and transport. The Fire District contracts with a separate company, Systems Design, to process the billing.</span></p>
<p><span style="font-size: small;"><strong>If I pay my taxes, do I still get a bill for service?</strong> No. If you are a taxpayer of the Fire District, the amount your medical insurance(s) pay for a transport will be considered payment in full. The Fire District recognizes that taxpayers already directly or indirectly pay for emergency medical services with a portion of their taxes.</span></p>
<p><span style="font-size: small;"><strong>What other medical services does the Fire District provide?</strong> The Fire District provides non-emergency transports, medical stand-by at local events, blood pressure checks, injury prevention programs, CPR/First Aid training, and other assistance requiring medical expertise.</span></p>

He said there is a possibility the web site could have a blog feature instead.</span></p>

<p><span style="font-size: small;">Chief Hood noted that an Airway Class will be held on November 21st. Dr. Smith, Steve Bellinger PAC, Chief Hood and possibly the new nurse anesthetist at OBH will be the class instructors. About 18 people are signed up for the class. The District is partnering with Raymond Fire to hold an EMT class in the spring of 2010. Arrangements are being made to have the class held in Naselle to provide shorter driving times from both the North and South County areas.</span></p>
<p><span style="font-size: small;">Chief Hood spoke briefly about a change in the MPD for our area. Dr. Smith will be resigning as the current MPD. Dr. Steven Hill has expressed an interest in being the South Pacific County MPD.</span></p>
<p><span style="font-size: small;">Commissioner Reports:</span></p>

<li><span style="font-size: small;">Commissioner Tom Downer: Commissioner Downer noted that the local Visitor’s Bureau sent a letter to the Governor’s office regarding some changes they feel should be made to a couple of laws that would make the Peninsula a safer place. Commissioners McLeod and Downer called the Visitors Bureau and were assured they would not be sending the letter pertaining to anything in Fire District. Commissioner Downer talked about the possible annexation of some Fire District 1 properties by the City of Long Beach. These properties lie north of the current Long Beach City northern boundary. He feels that the District’s fire and medical call response times for all calls in this area over the last 3 years should be sent to the City of Long Beach. He said a new law just passed by the State requires that the entity annexing property must provide the same level of fire and medical service as the area has received over the last three years for a period of one year or the annexation would be rescinded. Commissioner Hill made a motion that such information be assembled and sent to the City of Long Beach. The motion was seconded by Commissioner Downer. Motion carried.</span></li>
<li><span style="font-size: small;">Commissioner Fred Hill: Commissioner Hill noted his satisfaction with this year’s information received from the annual WFCA conference. He also said that Chief Karvia was in contact with former employee, Joel McKeen, now living in Sequim, WA who has been involved through the Fire Department where he currently is employed in building a training facility. Information is coming from Joel about his experience building the training facility.</span></li>

<p><span style="font-size: small;">Good of the Order: Chief Brundage said that District personnel are doing a good job. Several donations have been received from a very grateful family who has called the EMS crew more than once for public assists. The family insisted on giving the donations, even though the crew told them it wasn’t necessary.</span></p>
<p><span style="font-size: small;">Executive Session:</span></p>
<p><span style="font-size: small;">At 18:34 Vice Chairman Downer called for an Executive Session to last about 5 minutes to discuss a personnel issue. The session was attended by the Board members and Chief Brundage.</span></p>

<p>Presentations and Special Events:</p>
<p>Firefighter/Paramedic Mike DeConto made a presentation to the Board on the Peer Fitness Training that he recently attended. The Union and Fire District 1 jointly funded this training opportunity. Mike will be working to establish individual fitness programs using all elements of a wellness program, i.e., behavioral, medical screenings, fitness evaluations/assessments, physical fitness, and nutrition.</p>
<p>Secretary’s Report</p>

<li>Financial Summary of Cash Receipts and Disbursements &#8211; November 2009 &#8211; It was noted that the District’s cash position is good at this time. November’s second batch of vouchers was prepared on November 24, 2009 in the amount of $7,907.65. There were no questions.</li>

<li>Website / Newsletter –Chief Brundage reported that Connie has been working with Beachdog on a redesign of the District’s website. Once the final design is agreed upon, Connie will be able to make changes, additions, and deletions. This will make the website more current and up-to-date.</li>

<p>2. Resolution #2009-19 &#8211; Disposal of Surplus Property – 1977 Brush Truck &#8211; Motion by Commissioner Hill to approve Resolution #2009-19 as presented. Second by Commissioner Downer. Motion carried.</p>
<p>3. Resolution #2009-20 &#8211; Disposal of Surplus Property – Misc. Office Equipment &#8211; Motion by Commissioner Hill to approve Resolution #2009-20 as presented. Second by Commissioner Downer. Motion carried.</p>
<p>4. Resolution #2009-21 &#8211; Disposal of Surplus Property – Misc. Sections of Hose &#8211; Motion by Commissioner Hill to approve Resolution #2009-21as presented. Second by Commissioner Downer. Motion carried.</p>
<p>5. Trailer Purchase – Chief Brundage requested approval from the Board to purchase a 20 foot enclosed trailer in the amount of $5,857.92, which includes sales tax. Motion by Commissioner Hill to approve the purchase of one (1) 20 foot enclosed trailer in the amount of $5,857.92. Discussion: Commissioner Hill asked whether the trailer has brakes on both axels. Firefighter Jeff Archer, who did the research on this project, was present at the meeting and requested a few minutes to telephone the supplier regarding this issue. Upon returning to the meeting, Firefighter Archer reported that the trailer does have brakes on both axels and also noted that the price includes a car hauler package (2-5/16”). Commissioner Hill rescinded his previous motion and amended it to approve the purchase of one (1) 20 foot enclosed trailer, to include brakes on both axles, in the amount of $5,857.91.</p>
<p>6. Insurance</p>
<p>a. Approval of Withdrawal from Washington Fire Commissioners Medical Benefits – Chief Brundage noted that several benefit package were reviewed and then were narrowed down to two options, which have been carefully considered. The committee that worked on this project recommends withdrawing from the Washington Fire Commissioner’s program and enrolling in a Regence plan for medical and vision coverage. Dental coverage will remain with Trusteed Plans, WA Dental Services. Motion by Commissioner Hill to approve Commissioner McLeod signing the letter notifying Trusteed Plans that PCFD1 will be withdrawing from the Washington Fire Commissioners medical benefit plan effective December 31, 2009. Second by Commissioner Downer. Motion carried.</p>
<p>b. Approval of Master Agreement with Regence – Chief Brundage reported that the Union has been involved in choosing a new service provider for medical benefits and are in agreement with the Regence 80/60 plan as outlined in this Master Agreement. Motion by Commissioner Hill to direct Chief Brundage to sign the Master Agreement from Regence for their Regence Innova 80-60 plan to be effective January 1, 2010. Second by Commissioner Downer. Motion carried.</p>
<p>7. Contract Negotiations–Approval Needed – The Board’s discussion centered around the insurance issue and some minor corrections. Approval was tabled for further review.</p>
<p>Chief’s Report (See attached report to be included as part of these minutes.) – Chief Brundage’s report included information on two recent events in which District personnel were involved in helping the community. These included storm related help following the November wind storm; i.e. removing trees from roadways, etc. Several of the new support volunteers were also involved in helping North Beach Water track down broken water lines which helped eliminate a potential health issue. North Beach Water was very appreciative for the help.</p>
<ol>
<li>Division Chief Hood’s Report – An all county EMT class sponsored by the South Pacific EMS Council will begin in one week. Cost $500 per student. Sixteen are enrolled so far (3 Long Beach, 3 Ilwaco, 8 Raymond, and 2 Fire District 1). Three Senior EMS Instructors (SEI’s) will be teaching the course, Jason Derrey, David Hood and Scott McDougall from Raymond. The District has just recently enrolled in the King County EMS On-Line Training Program. Each EMS certified person will have an individual ID number and will be able to participate in classroom type training on-line. Once they have completed a course, then they have to do a practical. Once the on-line course and the practical are finished, credit will be given for having completed the class. This training has been approved by the State. Dr. Steven Hill, South Pacific County’s new Medical Program Director effective December 1, 2009 has also approved of this training.</li>
