]]> Can I have a campfire on my property?   Yes. Campfires are legal in all areas of the Peninsula, and do not need a permit. Campfires must be made of dry, seasoned firewood, and kept to 3 feet in diameter.

Can I burn brush and other yard debris?   Yes. Permits of this type are free and may be found here. (Also available at Jacks Country Store, Pioneer Market, Surfside Homeowners Association, Seaview Texaco, Peninsula Sanitation, and Pacific County Fire District #1 Stations in Ocean Park and Seaview.)

What am I allowed to burn?   The Residential Outdoor Burning Permit allows a 4’ X 4’ burn pile, made of natural vegetation. It may  not contain any garbage, dead animals, asphalt, petroleum products, paints, rubber products, plastics, paper, cardboard, treated wood, construction or demolition debris, metal or any substance which releases toxic emissions, dense smoke, or odors. (WAC 173-425-040)

 Can I use a burn barrel to burn other materials?   No. Burn barrels are illegal in Washington. (WAC 173-425-050)

What if I want to burn a larger pile?   Permits are available, for a fee, for piles up to 20 feet in diameter. These larger burn piles must be inspected by firefighters before a permit is issued. For more information, call the District Office at (360) 665-4451.

Where am I allowed to burn yard debris?   Burning is allowed north of Cranberry Road and in those areas not included in the Urban Growth Area. (See maps) In 2007, Washington State Legislature enacted laws that restrict both  residential yard-waste burning and land-clearing burning in all Urban Growth Areas within the state.

What should I do if someone is burning illegally?   Educate them! Talk to your neighbors about your concerns. If they continue burning, call us at 665-4451 to come out and assess the situation. If you think the fire is dangerous, or if smoke is causing a medical emergency, please call 9-1-1.

    Systems Design Report – Chief Hood reported that the super-rural payments for 2011 will continue through 2012. Commissioner Downer asked for a 24 month trend of statistics for Systems Design billing information, to include received cashflow.Grant Update:

  1. Capital Improvements Project – Administrative Building

Captain Weatherby provided the Board with a printed project outline/report (Board Packet). Cpt. Weatherby stated the three main decisions that need to be made in order to proceed at this time are as follows:

  • Septic System Design
  • Storm Water Engineering
  • Survey of Property

Cpt. Weatherby suggests Harry Utti for the Storm Water Engineering and Septic System Design. Out of three quotes from surveyors, HLB Otak has provided the lowest at $1200 plus the fee for recording the survey with the county. The discussion for wall heaters and a heat pump and the savings would only be $2500 on install. The floor heating and AC have been removed from the bid for modular building.

Commissioner Hill stated he had contacted Phil Oman and he would be willing to design the Septic System Design for $850.00. Cpt. Weatherby states that Harry Utti will do both the Septic System Design and the Storm Water Engineering for under $2500.00.

Commissioner Hill moved to approve the District to hire Phil Oman for Septic System Design for $850.00, seconded by Commissioner Downer. Motion carried.

Commissioner Hill moved to approve the District to hire Harry Utti for Storm Water Engineering for $694.00, seconded by Commissioner Downer.  Motion carried.

Commissioner Hill moved to approve the District to hire HLB Otak to Survey the Property at 26110 Ridge Avenue for $1200.00 plus the $120.00 county recording fee, seconded by Commissioner Downer. Motion carried.

Commissioner Downer asked what the warranty period would be on the modular building. Cpt. Weatherby stated that typically the warranty period is 1 year from construction, he will verify and report back to the Board. Commissioner Downer requested a copy of the building warranty.

Commissioner McLeod asked what could go wrong with the approved expenses. Cpt. Weatherby stated he was not sure what PUD#2 would do as they have not been consistent. Service to modular will probably require going underground and currently the service lines to the property are on the West side of Ridge Avenue.

  1. Wellspring EAP Statistics 2011 – Presented to Commissioners to show that the services that are being paid for are being utilized by District Members.
  2. Southwest Washington Fire Commissioner’s Association – the Board does not want to retain membership at this time.

District Chief’s Report – Chief Brundage reported that FF/PM David Lamb accepted a position with Longview Fire Department and will be leaving the beginning of March.

The Pool time for District only members has been canceled due to poor showing. District members will still be allowed to use the pool at District expense and the Dunes Pool will bill the District for the individual use. The money saved aside for the Pool will be used for Core workouts on a weekly basis each Friday at Station 1 at 4pm.

Station 2 meeting room flooded due to a toilet failure. 4 Season’s Carpet Cleaning responded and saved the carpet in the meeting room.

Joint Officer Drill scheduled for strategy and tactics for District 1, Chinook, Long Beach and Ilwaco. The District is also working with PCEMA and the Sheriff’s Office regarding CERT volunteers and their role.

The Raymond Fire Chief is working to integrate Emergency Reporting and Spillman as an added advantage when dispatched to calls as the Dispatch Center and Sheriff’s Office use Spillman.

  2. DC Hood Report – EMT class has 10 (ten) students, he will be attending the West Region EMS Conference next week.

  9. Non-Voter Approved Bond-Chief Brundage advised the Board that the Bank of the Pacific stated they could hold a 10 year fixed bond for the District for 2.5%, with a one time fee of .05%. The District currently pays $59,000.00 annually and it would be about the same just extending the current bond 5 years.
    Captain Weatherby provided the Commissioners with a floor plan and projected budget. The project would replace the existing Administrative Building and use the same footprint. Staff parking would be angled on 262nd. Occupancy is current issue and project is in preliminary design. Preliminary budget numbers suggest that the project will cost $121.00 per square foot, this estimate includes the radiant floor heating so the total should be less.
    Commissioner Hill requested that Captain Weatherby cover up the chimney and holes in the current Administrative Building.Chief Brundage advised the Board that his timeframe for project completion would be to move into the new building before June 1.

  1. DC Karvia Report – Report is attached.
  2. DC Hood Report – 5th EMR from last year’s class passed, making the success rate of 2011’s EMR class 5 out of 6. EMT classes have begun for 2012, with a good turnout.
  3. Public Education Coordinator Report – In 2011, there were 12 CERT members trained, 227 CPR students, 17 car seats installed, 47 address signs installed, 12 lockboxes installed.

District Chief’s Report – Report is attached.

  1. DC Karvia Report – Report is attached. Working with the City of Long Beach to arrange multi-agency training for 2012. DC Karvia during his own time; has been assisting Chinook Fire with some of their training qualifications.
  2. DC Hood Report – For the 2012 EMT Class there is currently 4 District members signed up with a total of 8 students. DC Hood also reported that the Lifepak 15s with the CO Detectors have been put to good use and there have been reported cases of patient exposure to Carbon Monoxide that has been detected by the new equipment.

Commissioner McLeod asked Chief Brundage if the District can follow up with Patients exposed to the Carbon Monoxide and ensure that repairs are being made. If the patients cannot afford repairs can the Volunteer Association assist? Chief Brundage explained that the District cannot make the repairs even in good faith nor can the District gift funds. The Association could provide monetary assistance but repairs should be left to professionals to remove liability from the District.

New Business:

  1. Modification of Budget Resolution is needed – Commissioner McLeod reported that Pacific County Assessor Bruce Walker contacted Commissioner Downer and stated that a mistake had been made in projecting the amount of money budgeted for 2012. In a later telephone call, Walker explained that the District had not included $30,000 in assessed valuations. Commissioner McLeod states that this error will be corrected as soon as possible, otherwise, the $30,000 will go into the County’s General Fund.

District Chief’s Report – Chief Brundage is attending a conference in Yakima. His report is attached.

Commissioner Reports

  2. Commissioner Hill – Will be out of town for two weeks, beginning tomorrow morning.
  3. Commissioner McLeod – A contract has been allowed for Kathy Minish to be paid by the District for her assistance while the District Secretary is on leave. Commissioner McLeod would like to amend the contract, to allow for her be paid every two weeks by Commissioner McLeod, who would be reimbursed monthly by the District.

Commissioner Hill made a motion to allow the stated revision of the contract, seconded by Commissioner Downer. Commissioner McLeod abstains. None opposed; motion carried.

Good of the Order: Commissioner McLeod commended the personnel on-scene last night at the motor vehicle accident his wife was involved in. It is clear by the timely response and efficient management of the scene, that the volunteer and career members are well- trained, professional, get along with each other, and care about their jobs and their patients. All of the District Members who were there did a phenomenal job.

Meeting was adjourned at 18:18, and reconvened at 18:19.

Commissioner Downer made a motion to authorize Commissioner McLeod to modify Resolution #2011-11 Adoption of 2012 Budget, to include the $30,000 shortfall. Seconded by Commissioner Hill. None opposed; motion carried.

Commissioner McLeod reminded the Board that at the last meeting they had approved for Chief Jacob Brundage to sign the agreement with Cheri Jones. Commissioner McLeod stated he was the one who signed the agreement and asked the Board if they needed a motion for that action. Commissioner Hill state no, Commissioner Downer agreed.

  2. Systems Design Report – Commissioner Downer noted that the Disallowed portion of the ambulance billing is approximately 20% and discussion follows stating that it will more than likely increase.

  1. Resolution #2011-08 Authorize the Use of EMS Levy Funds – 3rd Quarter 2011

Commissioner Hill made a motion to approve Resolution #2011-07 Surplus Property, seconded by Commissioner Downer. Motion carried.

District Chief’s Report (Attached) Chief Brundage announced that he and the Long Beach Fire Department are working on a joint training for Firefighting Operations and Communications. On October 26th, the Annual American Legion Awards will be taking place and Public Education Coordinator Connie Biggs will be receiving a civilian of the year award.

  1. DC Karvia Report – The Fire District hosted a NFA Leadership I class with 35 total students from 16 different departments. The class was a huge success and the Leadership II class will be scheduled in April 2012.

Commissioner McLeod announced that he had received a thank you card for Division Chief Karvia and the Cadets for their help with loading a safe.

  1. DC Hood Report – Ocean Park Firefighter Association has offered to pay for a 3rd Lifepak 15. The machine comes fully loaded with CO2-oximeters in them, refurbished. The Association also approved the expenses for Lani Grabast to attend  a Moulage Training in Carson City Nevada.

Commissioner Reports

  1. Commissioner Downer – Stated that Pacific County Fire District #2 (Chinook) has requested assistance for training. Division Chief Karvia said he is working with Chinook and also has a meeting with Raymond Fire Department regarding training as well. Commissioner Downer commented that it is good for the District to be recognized as the place to go to for training.
  2. Commissioner Hill – Announced that he cleared out a road by removing brush from the 168th property. He stated there was a lot of gorse on the property and wondered if the County would assist property owner’s in controlling the noxious weed. Chief Brundage stated he would look into the problem.
  3. Commissioner McLeod – Stated that he and Chief Brundage attended the 911 meeting and the Fire District amount will be increasing $6,000 dollars based on the new calculation method. Commissioner McLeod also announced that he has signed the final document with Cheri Jones for the termination of her contract. There were some revisions that the District will just need to wait to pass.

Commissioner Hill made a motion to approve administrative leave for Cheri Jones effective October 10th, 2011 until December 31, 2011, seconded by Commissioner McLeod. Motion carried.

Commissioner Hill made a motion to approve termination of the employment contract with Cheri Jones effective December 31, 2011, seconded by Commissioner McLeod. Motion carried.

Commissioner Hill made a motion to authorize Chief Jacob Brundage to sign the final termination document when received from the attorney, seconded by Commissioner McLeod. Motion carried.

New Business

  1. LifePak 15 Purchase

Chief Brundage explained there was another refurbished LifePak15 available at the same price as before. The Firefighter Association has agreed to reimburse the District for the purchase of the third LifePak 15.

Commissioner Hill made a motion to approve purchase of a LifePak 15 by the Fire District in the amount of $20,208.19 which includes sales tax, seconded by Commissioner McLeod. Motion carried.
