Minutes of Regular Commissioner’s Meeting – August 15, 2017

Commissioner McLeod established that a quorum was present and called the meeting to order at 16:00. The meeting was held at Station 1, located at 26109 Ridge Avenue, Ocean Park, WA 98640.  Attendance at the meeting included:

Commissioner McLeod called for a two minute Executive Session at 16:01 for Pension and Relief Board meeting. Regular session resumed at 16:03.


Commissioner McLeod requested that Vice Chair Hill run the meeting at 16:03.


Consent Agenda

  1. Minutes of Regular Commissioners Meeting held on July 18th, 2017
  2. July 26th, 2017 4th Week Expenses for a total of $23,437.35
  3. August 15th, 2017 Accounts Payable expenses for a total of $13,655.01, not including Jack’s Country Store


Commissioner Downer made a motion to approve the consent agenda, seconded by Commissioner Hill. Motion carried.


Jack’s Country Store

  1. August 15th, 2017 expenses for a total of $122.73

Commissioner Hill made a motion to approve the expenses for Jack’s Country Store, seconded by Commissioner McLeod. Commissioner Downer abstained. Motion carried.


Guests and Public Comments:

EMT Candidate Matthew Keefer attended the meeting to learn more about Pacific County Fire District #1.

Old Business:

  1.       IT Services

District Secretary Meling explained that she had an IT professional independent of either company look at the quotes we received. This person said that they would agree with the server equipment and software recommended by Mossytech and quotes #1 and #2 from TechnicalTap. They suggested that the District stay with Microsoft Exchange for email services. Because of these recommendations, DS Meling stated that she would recommend the quote #1 from TechinalTap based off of equipment, software, and cost to the District.

Commissioner Downer made a motion to move forward with the District Secretary’s recommendation of Quote #1 from TechnicalTap, seconded by Commissioner McLeod. Motion carried.


New Business:

  1.  2016 Annual Report

District Secretary Meling explained that the Annual Report will be emailed out when it is finished along with the Management Excellence Award before sending it to WA Fire Commissioners Assocation.


  1.  Regence Federal Patient Negotiations

Chief Brundage explained that we have a policy in place which gives guidelines for write offs based off of the US Department of Social and Health Services yearly publication.

Commissioner McLeod and Commissioner Hill agreed that we must follow the policy while giving the patient the largest cut possible.


District Chief’s Report: (Report Attached)

  1. AC Karvia Report – See attached report
  2. AC Weatherby’s Report – AC Weatherby reported that Harry Utti has been working on the drainage as builts. Our main tie-ins will hopefully be done next week. We are working as quickly as possible to ensure that we are done before curbs are poured. The cost of the engineering is approximately $1,500. We do not know the other costs yet, but we are guessing roughly $15,000. We are hoping it will be under $10,000.

AC Weatherby also reported that the State has approved his ESCI.

The EMR class that AC Weatherby is holding will consist of 13 students – 6 from Fire District #1, 2 from Long Beach, and 5 from Ilwaco. This class is funded by the SW Region EMS Council.

  1. Tom Downer – Commissioner Downer wanted to note that the Washington Research Council has stated that junior taxing districts will not be prorationed due to the recent proposed legislation to address the McCleary Decision.

Good of the Order:


Chief Brundage stated we have lots of events and trainings coming up.


Executive Session: Commissioner McLeod called for an Executive Session lasting no longer than 30 minutes for Personnel Matters at 16:29. Fire Chief Brundage, AC Karvia, AC Weatherby, and District Secretary Meling were in attendance. Regular session resumed at 16:42.

Commissioner Hill made a motion to adjourn the meeting at 16:42, seconded by Commissioner McLeod. Motion carried.
