Minutes of Regular Commissioner’s Meeting – October 17, 2017

Commissioner Hill established that a quorum was present and called the meeting to order at 16:00. The meeting was held at Station 1, located at 26109 Ridge Avenue, Ocean Park, WA 98640.  Attendance at the meeting included:

Guests and Public Comments:

The following guests were in attendance at the meeting: Fire Chief Tom Williams and Firefighter Doug Knutzen from Ilwaco Department


Excuse Commissioner McLeod:

Commissioner Downer made a motion to excuse Commissioner McLeod due to a medical condition, seconded by Commissioner Hill. Motion carried.

Commissioner Hill called for a two minute Executive Session at 16:01 for Pension and Relief Board meeting. Regular session resumed at 16:02.


Consent Agenda

  1. Minutes of Regular Commissioners Meeting held on September 19th, 2017
  2. September 26th, 2017 4th Week Expenses for a total of $23,378.71
    1. Accounts Payable: $2,906.83
    2. Payroll: $20,471.88
  3. September 30th, 2017 Special Payroll for a total of $312.29
  4. October 17th, 2017 Accounts Payable expenses for a total of $222,609.74, not including Jack’s Country Store
    1. Accounts Payable: $31,144.84
    2. Payroll: $191,464.90

Commissioner Downer made a motion to approve the consent agenda, seconded by Commissioner Hill. Motion carried.


Jack’s Country Store

  1. October 1st, 2017 expenses for total of $240.06

Jack’s Country Store payment has been tabled until the 4th week voucher batch.

Presentations and Special Events
: Ilwaco Fire Chief presented Fire District #1 with a recognition plaque for the help and partnership provided to Ilwaco during their 130 year existence.

  1. WFCA Health Care Program 2017 Employer Application and Eligibility/Contribution Form: Needs Approval

District Secretary Meling informed that WFCA had originally sent the wrong form which was the version included in the Board Packet. The correct form is the same except that it is the 2018 version.

Commissioner Downer made a motion to approve the WFCA Health Care Program 2018 Employer Application and Eligibility/Contribution Form, seconded by Commissioner Hill. Motion carried.


  1. BIAS Services Order Form for 2018: Needs Approval

Commissioner Hill made a motion to approve the BIAS Services Order From for 2018, seconded by Commissioner Downer. Motion carried.


  1. Lifeflight Incentive for Volunteers

Chief Brundage explained that the 4th Quarter is finished for the volunteer incentive point year and bonus has been calculated. There is leftover money in our incentive point line item. Chief Brundage recommended that he would like to offer all volunteers who qualify for Board for Volunteer Firefighters pension a one-year LifeFlight membership. There are approximately 15 volunteers who qualify; we expect an approximate $750 expense for the memberships.

Commissioner Downer made a motion to accept the Chief’s recommendation to give LifeFlight memberships to volunteers who qualify for pension, seconded by Commissioner Hill. Motion carried.


District Chief’s Report: (Report Attached)

  1. AC Karvia Report – AC Karvia reported that he and Captain DeConto instructed the Instructor I class last weekend. The test is this coming weekend. Both Chief Karvia and Captain DeConto are continuing to work on the training burn scheduled for October 29th.
  2. AC Weatherby’s Report – AC Weatherby reported that the EMR class is now finished. There were 6 PCFD#1 participants. All 12 class members finished the class. Everyone should be done with their tests by October 31st.
  3. Pub Ed Coordinator Karvia’s report – See attached report

Executive Session: Commissioner Hill called for a 15 minute Executive Session for Legal Matters at 16:18. Fire Chief Brundage and District Secretary Meling were in attendance. No decisions were made. Regular session resumed at 16:50.
