Minutes of Special Commissioner’s Meeting – November 6, 2017

Commissioner  Hill established that a quorum was present and called the meeting to order at 16:03. The meeting was held at Station 1, located at 26109 Ridge Avenue, Ocean Park, WA 98640.  Attendance at the meeting included:

Assistant Chief Mike Karvia
Firefighter/PM Will Green
Firefighter/PM Jeff Archer

Guests and Public Comments:

Kevin Bechtold was in attendance at the meeting.

 

Commissioner Downer made a motion to excuse Commissioner McLeod due to medical reasons, seconded by Commissioner Hill. Motion carried

 

Workshop:

Meeting recessed for the Workshop at 16:04.

Topics: 2018 Budget

Meeting resumed at 17:01.

 

New Business:

  1. Resolution 2017-08 – 2018 Budget

Commissioner Downer made a motion to approve Resolution 2017-08 – 2018 Budget for Pacific County Fire Protection District #1, seconded by Commissioner Hill. Motion carried.

 

  1. Resolution 2017-09 – Fire Levy

Commissioner Downer made a motion to approve Resolution 2017-09 – Fire Levy for Pacific County Fire Protection District #1, seconded by Commissioner Hill. Motion carried.

 

  1. Resolution 2017-10 – EMS Levy

Commissioner Downer made a motion to approve Resolution 2017-10 – EMS Levy for Pacific County Fire Protection District #1, seconded by Commissioner Hill. Motion carried.

 

  1. Systems Design Professional Services Agreement Amendment

Commissioner Downer made a motion to approve the Systems Design Professional Services Agreement Amendment as presented, seconded by Commissioner Hill. Discussion ensued.

Commissioner Downer asked if Systems Design is providing us the best service for our money.

Chief Brundage stated that overall they are the best option. The other billing company has similar rates but we would have to invest in their software, and hiring a billing clerk would be more expensive. He then stated that A/C Weatherby and D/S Meling would have a better idea about the value of their service.

D/S Meling stated that overall they provide us with a quality service. We have had multiple contacts at Systems. Some have been easier to work with than others.

Chief Brundage stated that between A/C Weatherby and D/S Meling, they make sure that Systems stays on top of everything.

Commissioner Hill informed that he talked to other Districts at the WA Fire Commissioner’s Conference regarding ambulance billing. He heard the consensus that Systems Design is the best option. Others have left Systems to use the other company, and they ended up back with Systems.

Motion carried.
