Regular Meeting – April 19, 2016

Commissioner McLeod established that a quorum was present and called the meeting to order at 16:00. The meeting was held at Station 1, located at 26109 Ridge Avenue, Ocean Park, WA 98640.  Attendance at the meeting included:

Commissioner Greg McLeod; Commissioner Tom Downer; Commissioner Fred Hill; Fire Chief Jacob Brundage; Assistant Chief Mike Karvia; Assistant Chief Brad Weatherby; Volunteer Firefighter Kerry Jones; District Secretary Jamie Meling

Consent Agenda

  1. Minutes of Regular Commissioners Meeting held on March 15th, 2016
  2. March 24th, 2016 Expenses for a total of $22,237.95
  3. April 19th, 2016 Accounts Payable Expenses for a total of $65,099.48, not including Jack’s Country Store expenses
  4. April 19th, 2016 Payroll Expenses for a total of $191,257.16

Commissioner Hill made a motion to approve the consent agenda, seconded by Commissioner Downer. Motion carried.

Commissioner McLeod called for an Executive Session at 16:01 for Pension and Relief Board meeting. Regular session resumed at 16:03.

Jack’s Country Store

  1. March 15th, 2016 Expenses for a total of $530.67: Needs Approval

Commissioner Hill made a motion to approve the Jack’s Country Store expenses, seconded by Commissioner McLeod. Commissioner Downer abstained. Motion carried.

New Business:

  1. Fire and Emergency Medical Protection Agreement between Pacific County Fire Protection District No. 1 and North Beach Water

Chief Brundage informed that in this contract, we are asking for North Beach Water to install one new fire hydrant each year. In addition, they would be solely in charge of the maintenance and fire flow of those hydrants.

Commissioner Hill made a motion to approve the Fire and Emergency Medical Protection Agreement between Pacific County Fire Protection District No. 1 and North Beach Water, seconded by Commissioner Downer. Motion carried.

  1. Compressed Air Foam System (CAFS) Retrofit Purchase: Needs Approval (See information sheet provided)

Chief Brundage explained that the total cost to retrofit the 2000 Pierce Contender engine at 21-2 with CAFS capabilities, including tax, will be $50,179.64. This purchase will be paid for with the following funds: $12,000 DNR grant, $10,000 proceeds from engine surplus, and $28,179.64 from the general fund.

Commissioner Hill made a motion to approve the Compressed Air Foam System Retrofit Purchase in the amount of $50,179.64, seconded by Commissioner Downer. Motion carried.

  1. Hazard Mitigation Plan

Chief Brundage informed that the Pacific County Hazard Mitigation Plan was updated by a Hazard Mitigation Plan Specialist. In order for our county to receive FEMA funding for disaster relief and hazard mitigation grants, all agencies must adopt the resolution they have provided.

Commissioner Downer made a motion to approve Resolution 2016-03 – Hazard Mitigation Plan Adoption, seconded by Commissioner Hill. Motion carried.

District Chief’s Report: (Report Attached)

  1. AC Karvia Report – An outside company taught an advanced aerial class to us and Long Beach. The cost of the class was shared. This Sunday, there is a training burn at the Methodist Camp. There is another training burn in May off of 226th. The Fire fighter academy is continuing to go well. The graduation is on June 2nd.

  4. Public Education Coordinator Report – See the back of Chief’s Report

  3. Greg McLeod – Commissioner McLeod asked that name of the volunteer of the year award given at the banquet each year be changed.

Personnel Information:  None

Good of the Order:

Chief Brundage received a letter from a retired anesthesiologist saying that she had witnessed the interaction between our crew and her neighbor who had gone into cardiac arrest. She had nothing but praise for the responding team. She said that her husband has a history of heart problems, and she was previously weary about care that he might receive if help was needed. She stated that she now has no question that he will receive good EMS care on the Peninsula.

 

Executive Session: Commissioner McLeod called for an Executive Session for Personnel Matters at 16:58. Fire Chief Brundage and District Secretary Meling were in attendance. No decisions were made. Regular session resumed at 17:23.
