Regular Meeting – February 16, 2016

Commissioner McLeod established that a quorum was present and called the meeting to order at 16:00. The meeting was held at Station 1, located at 26109 Ridge Avenue, Ocean Park, WA 98640.  Attendance at the meeting included:

Commissioner Greg McLeod; Commissioner Tom Downer; Commissioner Fred Hill; Fire Chief Jacob Brundage; Assistant Chief Mike Karvia; Assistant Chief Brad Weatherby; Captain Agnes Waliser; Firefighter/PM Cory Bardonski; Volunteer Firefighter Kerry Jones; Pub Ed Coordinator Connie Biggs; District Secretary Jamie Meling

Consent Agenda

  1. Minutes of Regular Commissioners Meeting held on January19th, 2016
  2. January 28th, 2016 Expenses for a total of $5,880.18
  3. February 16th, 2016 Expenses for a total of $209,078.41, not including Jack’s Country Store
    1. Accounts Payable: $15,295.86
    2. Payroll: $193,782.55

Commissioner Hill made a motion to approve the consent agenda, seconded by Commissioner Downer. Motion carried.

Commissioner McLeod called for an Executive Session at 16:01 for Pension and Relief Board meeting. Regular session resumed at 16:02.

Jack’s Country Store

  1. February 16th, 2016 Expenses for a total of $212.52: Needs Approval

Commissioner Hill made a motion to approve the Jack’s Country Store expenses, seconded by Commissioner McLeod. Commissioner Downer abstained. Motion carried.

Old Business:

  1.           Employment Contract – Jacob Brundage

Commissioner McLeod asked if there are any changes to Chief Brundage’s Contract. District Secretary Meling stated that there would be an increase in vacation accruals; the Assistant Chief contracts were used as templates. Chief Brundage added that he would now receive longevity pay.

Commissioner McLeod made a motion to approve the Employment Contract for Jacob Brundage, seconded by Commissioner Hill. Motion carried.

New Business:

  1. Washington Survey and Ratings Bureau Correspondence

Chief Brundage presented a map which showed the hydrants in place within the District. He explained a plan is being worked on to fill in the hydrant gaps. Chief Brundage stated that the Survey and Ratings Bureau will not release our scores until they receive written word detailing what the District plans to do with the area serviced by Station 4. The District could work on a plan to improve that area now, but this option would hold up the rating for the rest of the District. The other option is to accept the higher score for the Station 4 area, and receive the new, lower scores for the rest of the District. Chief Brundage informed that those affected by the higher rating equal about one percent of the total District population.

Commissioner Downer stated that he thinks we should help the other ninety-nine percent of the population of the District. He also stated he would like the District to inform residents in the Station 4 zone of the reason for the change.

Chief Brundage stated that he has talked with North Beach Water District about an interlocal agreement for the payment of new hydrants. The District would provide fire protection services in exchange for new hydrants.

Executive Session: Commissioner McLeod called for an Executive Session for Personnel Issues at 16:55. Fire Chief Brundage and District Secretary Meling were in attendance. No decisions were made. Regular session resumed at 17:16.
