Regular Meeting – March 15, 2016

Commissioner McLeod established that a quorum was present and called the meeting to order at 16:00. The meeting was held at Station 1, located at 26109 Ridge Avenue, Ocean Park, WA 98640.  Attendance at the meeting included:

Commissioner Greg McLeod; Commissioner Tom Downer; Commissioner Fred Hill; Fire Chief Jacob Brundage; Assistant Chief Mike Karvia; Assistant Chief Brad Weatherby; Volunteer Firefighter Kerry Jones; District Secretary Jamie Meling

Consent Agenda

  1. Minutes of Regular Commissioners Meeting held on February 16th, 2016
  2. February 22nd, 2016 Expenses for a total of $4,520.14
  3. March 15th, 2016 Expenses for a total of $201,940.92, not including Jack’s Country Store expenses
    1. Accounts Payable: $18,691.72
    2. Payroll: $183,249.20

Commissioner Hill made a motion to approve the consent agenda, seconded by Commissioner Downer. Motion carried.

Commissioner McLeod called for an Executive Session at 16:01 for Pension and Relief Board meeting. Regular session resumed at 16:02.

Jack’s Country Store

  1. March 15th, 2016 Expenses for a total of $477.52: Needs Approval

Commissioner Hill made a motion to approve the Jack’s Country Store expenses, seconded by Commissioner McLeod. Commissioner Downer abstained. Motion carried.

Correspondence: Washington Survey and Ratings Bureau

Chief Brundage informed that we have received our final rating from the WSRB. The letter stated that the effective date of our new rating will be July 1, 2016. Details with the grading schedule are included. Chief Brundage informed the Ocean Park Chamber of Commerce about the new changes in the fire protection score.

New Business:

  1. Policy 412 – Handling of Controlled Medications: Needs Approval

Assistant Chief Weatherby informed that the changes in this policy reflect where narcotics are purchased. Procedure 412 is also revised to make current.

Commissioner Hill made a motion to approve Policy 412 – Handling of Controlled Medications, seconded by Commissioner Downer. Motion carried.

  1. Fire Investigation Team Agreement: Needs Approval

Assistant Chief Weatherby stated that this Agreement has been in process since early 2013. Long Beach Fire, Long Beach Police Department, and the Sheriff’s Office are all in agreement. Pacific County Department of Community Development is the only agency that does not agree. Chief Weatherby and Captain Biggs drafted this Agreement together, using Kitsap County’s Fire Investigation Team Agreement as a template.

Discussion followed.

Commissioner Hill made a motion to approve the Fire Investigation Team Agreement, seconded by Commissioner Downer. Motion carried.

  1. Physio Control LifePak Maintenance Agreement: Needs Approval

Assistant Chief Weatherby informed that our last LifePak Maintenance Agreement with Physio Control was an $8,000 per year contract with duration of 5 years. This current agreement is around $10,000 for 3 years. The increase in price is due to the maintenance on the LifePak 15s. Chief Weatherby compared prices with Coast Biomedical; the prices were the same, although our equipment would be out of service for much longer as it would have to be shipped to California. Tom at Physio Control comes to us for service.

  1. LifePak 15 Purchase: Needs Approval

Assistant Chief Weatherby informed the Board of Commissioners that one more LifePak 15 is currently needed according to our replacement schedule. The cost of the new LifePak would be $18,500 plus tax. The price of the LifePak 15 that was purchased in 2015 was $19,496.

Commissioner Hill made a motion to approve the purchase of a LifePak 15, seconded by Commissioner Downer. Motion carried.

District Chief’s Report: (Report Attached)

  1. AC Karvia Report – The Academy had a live fire search and rescue training weekend in North Bend. Capt. DeConto and FF/PM Bardonski attended as instructors. There were no injuries.
  2. AC Weatherby’s Report – See report in Board Packet
  3. DC Hood Report – Absent. None.
  4. Public Education Coordinator Report – See report in Board Packet

  2. Fred Hill – Nothing to report. Informed that he might not be able to attend the next meeting.
  3. Greg McLeod – None

Good of the Order: None

Executive Session: Commissioner McLeod called for an Executive Session for Personnel Matters at 16:45. Fire Chief Brundage and District Secretary Meling were in attendance. No decisions were made. Regular session resumed at 16:49.
